제16차 세계주교시노드 개막
프란치스코 교황님께서는 하느님의 백성 전체를 제16차 세계주교대의원회의, 세계주교시노드에 소집하셨습니다. 이 미사에 초대되고 또 함께 참석하시는 분들과 평화방송을 통해 미사에 참여하여 교황님의 소집에 응답하신 분, 모두에게 환영의 인사를 드립니다.
교황님께서는 지난 주일에 로마에서 세계주교시노드 개막 미사를 거행하셨고, 오늘은 각 교구에서 세계주교시노드 교구 단계 개막미사를 거행하라고 말씀하시며 지난 주간을 세계주교시노드를 위한 영적 준비기간이 되도록 기도해 달라고 당부하셨습니다.
이에 각 본당에서는 이번 세계주교시노드 안에서 성령의 이끄심과 도움을 청하는 기도를 바쳤습니다. 영적 준비에 동참해 주신 교구 본당 공동체와 사도직 단체 그리고 수도회에 깊이 감사드립니다. 또한 프란치스코 교황님께서는 천주교 신자 뿐만 아니라 우리 교구에 살고 계신 모든 분도 이번 세계주교시노드 진행 과정에 참여하시도록 초대하셨습니다.

세계주교시노드
교회에는 중대한 문제들을 논의하는 여러 가지 방법이 있습니다. 그중에 첫 번째는 세계 공의회입니다. 세계 공의회는 전 세계 주교님들이 함께 모여 중요 현안을 논의하고 교회의 방안을 결정하는 회의입니다.
가장 최근에 열린 세계 공의회는 바로 제2차 바티칸공의회입니다. 1962년부터 1965년까지 4회기 동안 회기마다 2천 명이 넘는 주교님이 참석하여 논의하고 결정하는 공의회가 진행되었습니다. 제2차 바티칸공의회를 진행하면서 주교님들 전체가 참석하는 회의의 필요와 어려움을 보완하는 방법으로 전 세계 주교들을 대표하는 대의원이 참석하여 교회의 현안 문제를 다루는 제도가 마련되었습니다. 이것이 바로 세계주교대의원회의이며, 이 회의를 ‘세계주교시노드’라고도부릅니다.‘시노드’는‘함께걷는여정’이라는 뜻입니다.
모든 주교님들이 함께 모여 교회의 현안 문제에 대해 논의하고 교황님께 자문하여 건의하는 것은 교황님만이 홀로 교회를 이끌어나가는 것이 아니라 전 세계 주교님과 함께 걷는 여정을 통해 이끄신다는 의미였습니다. 이것은 하느님 나라를 향해 나아가는 하느님 백성 전체의 모습과도 어울리는 결정이었습니다.
제2차 바티칸공의회는 세상 안에서 하느님 백성과 함께, 주교님들과 함께, 주님이신 그리스도를 따르는 제자들로서 복음을 선포하는 시노드적인 교회의 모습을 드러내고 실현하는 제도로서 세계주교시노드를 제정하였던 것입니다.
그동안 복음화, 사제직, 교리교육, 평신도, 수도자, 성체성사 등 15번의 정기회의와 3번의 임시회의(주교들의 협력, 대희년, 가정사목)가 있었습니다. 가장 최근에 있었던 세계주교시노드는 2018년 ‘젊은이, 신앙과 성소 식별’에 대한 시노드였습니다.

세계주교시노드의 변화
바로 제14차 세계주교시노드부터 특별한 변화가 있었습니다. 세계주교시노드는 전세계에서 각 분야를 대표하는 대의원 주교들이 참석하는 회의였습니다. 그러나 프란치스코 교황님께서는 ‘사도 헌장’을 통해 주교 교령「주교들의 친교」중에서 세계주교시노드에 관한 부분을 개정하시면서, 필요에 따라서는 전문가와 관련된 사람들이 참석할 수 있도록 개정하셨고, 이를 통해 지난 제14차 세계주교시노드에는 주교님들과 젊은이들이 함께 참여하는 세계주교시노드를개최하였던것입니다.
그리고 이번 제16차 세계주교시노드에서는 하느님 백성 전체를 세계주교시노드에 참석하도록 소집하셨습니다. 왜냐하면 이번 세계주교시노드에서 다루려고 하는 현안문제는 ‘시노드 정신을 살아가고자 하는 교회’의 모습을 다루기 때문입니다.

시노드 교회
프란치스코 교황님께서 제안하신 세계주교시노드의 주제는 ‘시노드 교회’입니다. 시노드 교회에 대하여 교황님께서는 ‘하느님께서 삼천년기를 맞이하는 교회에게 바라시는 것이 ‘시노드’라고 강조하십니다. 하느님 나라를 향해 ‘함께 걸어 나아가고 있는 교회’는 그 본성상 시노드적이라고 말씀하십니다.
교황님께서 강조하시는 시노드 교회는 세계 교회의 차원과 함께 개별교회 안에서 실현되는 구체적인 그리스도교 공동체 안에서 이루어지는 것이며, 대륙 차원으로 결합 되고 세계 교회로 이어지는 구성적 차원의 교회로 이루어지는 점을 주목하셨습니다. 그러므로 세계주교시노드 역시 교구 단위의 개별교회로부터 시작하여 대륙 차원의 문화적 식별을 거쳐 세계주교 시노드가 이루어지기를 원하셨습니다.
두 번째로 ‘모두에게 연관된 일은 모두에게 의견을 들어야한다는 원칙에 따라’ 세계주교시노드에서 다루는 ‘시노드 교회’는 하느님 백성 전체와 연관된 일이므로 하느님 백성을 구성하는 평신도, 성직자, 수도자와 본당과 교구 조직 그리고 사도직 단체를 포함하여 하느님 백성 전체로부터 의견을 들을 수 있는 공동합의적 과정으로 진행되기를 바라셨습니다.
그러므로 이전 세계주교시노드와는 달리 2023년 10월에 제16차 세계주교시노드 정기 총회가 개최될 예정이지만 2년 전인 2021년 10월 17일 오늘에 교구 단계 개막 미사를 거행하게 된 것입니다.

세계주교시노드 교구 단계 일정
세계주교시노드 교구 단계는 2023년 3월 교구 단계 시노드 개최를 준비하는 과정으로 진행될 것입니다.
첫 번째 단계는 서울대교구의 시노드 체험을 모으고 식별할 것입니다. 이러한 과정은 서울대교구를 하느님 백성인 평신도, 성직자, 수도자가 공동의 책임감을 가지고 함께 걸어 나가는 시노드 교회로 건설하는데 필요한 자원 역할을 할 것입니다. 시노드 교회 체험을 모으기 위해서는 하느님 백성 전체로부터 의견을 수렴하는 절차와 과정이 필요합니다. 이를 위해 시노드 사무국에서는 코로나19 팬데믹 상황의 어려움을 고려하면서도 온/오프라인의 모든 방안을도입하여가능한많은사람이참여할 수 있도록 요청하셨습니다. 그래서 본당과 사도직 단체, 수도회의 개별 모임을 통해 시노드 교회를 위해 기도하고, 시노드 교회 경험을 찾아내고, 식별하여 하느님 백성의 의견을 모으고자 합니다. 이러한 논의 결과는 교구 전산시스템을 통하여 의견을 수집, 분석하고자 합니다. 또한 개별 모임 이외에서도 온라인을 통해 하느님 백성이 시노드 교회를 위한 건설적인 의견을 제안할 수 있는 절차와 방안을 마련할 것입니다.
두 번째로는 이러한 시노드 경험과 건설적인 제안을 통해 세계주교시노드 교구 단계 시노드 준비 단계에서 의안을 선정하고 토의 과정을 거쳐 교구 단계 시노드가 진행될 것입니다. 교구 단계 시노드에서 제안된 사항은 주교회의에서 한국 교회 차원의 식별이 이루지고, 이어 2022년 10월에는 아시아 주교회의 차원에서 문화적인 식별을 거쳐 2023년 10월 세계주교시노드 정기총회로 이어질 것입니다.

세계주교시노드의 기쁨과 희망, 슬픔과 고뇌
세계주교시노드 교구 단계를 시작하면서 기쁨과 희망이 있습니다. 하느님께서 우리와 함께 계시겠다고 약속하셨고, 이미 영적 준비 기간 중에 우리가 기도한 바와 같이, 성령께서 우리 안에서 활동하시고 계시므로, 우리 안에서 건설되고 있는 시노드 교회를 발견하게 될 것이라는 희망입니다. 비록 어디 본당, 어느 공동체, 어떤 사도직 활동이라고 말할 수 없더라도 성령을 따르는 이들이 생활과 직무 그리고 사도직 활동 안에서 ‘함께 걷는 여정’을 살고있을것이기때문입니다.
그러나 한편 슬픔과 고뇌도 있습니다. 하느님은 전능하고 위대하시지만 우리 인간은 나약합니다. 그러므로 하느님 백성으로 시노드 교회를 살아가야겠지만 그러지 못한 부족한 현실과 잘못을 지적받고 발견하게 될 것입니다. 그러나 이러한 부족은 덮어놓고 모른척하며 지나가는 것으로 해결될 수 없는 것입니다. 겸손되이 부족함을 인정하고 하느님의 도움을 청해야 할 자리이며, 바로 그 자리가 시노드 교회를 건설하는 출발점이 될 것이고, 서울대교구가 시노드교회가될수있는가장 큰 원동력이 될 것입니다. 그렇기에 우리는 기도해야 하고, 힘을 내서 시노드 경험을 찾고, 성령의 이끄심과 뜻을 식별하여 시노드 교회로 나아가야 하며, 또한 나아갈 수 있습니다.

세계주교시노드를 위한 협력
세계주교시노드 차원에서 시노드 교회의 구성적 차원이 개별교회-대륙교회-세계교회로 이루어진다면, 개별 교회 차원에서 시노드 교회의 구성적인 차원은 본당-지구-지역-교구 차원으로 이루어질 것입니다.

또한 본당의 구성적 차원은 본당사목자와 본당 사목회 그리고 신자 공동체로 이루어질 것입니다. 여러분 모두는 프란치스코 교황님으로부터 세계주교시노드에 초대된 하느님의 백성입니다. 그러므로 우리가 바로 시노드 교회입니다.

우리 모두 오늘 전례 말씀에 귀 기울입시다.
제1독서에서, “하느님이 말씀은 너희에게 아주 가까이 있다. 너희의 입과 너희의 마음에 있기 때문이다.” 그러므로 “너희가 그 말씀을 실천할 수 있을 것”이라고 말씀하십니다. 그리고 제2독서에서는, “여러분은 겸손한 마음으로 서로 남을 자기보다 낫게 여기십시오. 저마다 자기 것만 돌보지 말고 남의 것도 돌보아 주십시오.”라는 말씀을 들었습니다.
그러므로 그리스도교 신자인, 평신도, 수도자, 성직자 여러분, 여러분 안에서 활동하시는 성령의 이끄심에 따라 교구 단계 시노드에 마음과 힘과 정신을 다 해 참여해 주십시오.
평신도 여러분, 여러분은 하느님 나라의 하느님 백성입니다. 하느님 나라가 하느님의 뜻으로 다스려지는 나라라면, 하느님 나라의 백성은 하느님의 뜻을 이루려고 따르는 사람이 하느님 나라의 백성입니다. 그러므로 시노드 교회 안에서 공동 책임감을 지니고 시노드에 참여하여 시노드 교회를 건설해 주십시오. 여러분이 건설하는 시노드 교회는 세상에 그리스도의 복음을 선포하는 참된 징표가 될 것입니다.
성직자 여러분, 여러분은 시노드 교회의 직무를 맡은 사람들입니다. 특별히 시노드 교회의 직무는 다스리고 가르치는 직무일 뿐만 아니라 백성의 목소리를 듣고 식별하고 따르며 또한 그 안에서 성령의 이끄심을 배우고 하느님 백성의 목자와 그 양 떼들이 함께 나아가도록 연결하며 협력하는 직무입니다. 시노드 교회를 위한 사제들의 노력과 협력이 없다면 실재할 수 없는 꿈으로만 남게 될 것입니다. 그러므로 하느님과 교회를 위한 충실함으로 시노드 교회를건설해주십시오.
수도자 여러분, 개별 수도회를 통해 복음의 덕에 투신하는 여러분의 생활은 성령께서 교회 안에 담아 두신 은사의 표징이며, 또한 수도자의 생활은 바로 시노드 교회의 삶의 모범이며, 시노드 교회를 거룩하게 만드는 원천입니다. 특별히 세계주교시노드를 통해 우리 교구가 시노드 교회가 될 수 있도록 기도해 주시고, 여러분의 삶을 시노드 교회의 모범으로 보여주시고, 적극 참여해 주십시오. 교회가 특별한 어려움을 겪을 때마다, 수도자의 복음에 투신하는삶은개혁과쇄신의원천이되었으며, 교회가 다시 일어서는 힘이 되었습니다. 여러분의 삶을 통해 시노드 교회가 거룩하게 되고 복음을 선포하는 힘을 갖게 될 것입니다.
사도직 단체를 통해 활동하는 신자 여러분, 여러분은 여러분 각자가 활동하시는 삶의 현장에서 세상과 사회를 위해 섬기며 봉사하고 시노드 교회의 표징입니다. 이것이 삶의 증거를 통한 시노드 교회의 복음 선포입니다.
이제 시노드 교회를 위한 세계주교시노드의 교구 단계를 시작하면서, 시노드 교회를 건설하려는 서울교구는 이 시노드에 관심을 가진 모든 사람들의 목소리에 귀를 기울이며 우리 모두의 함께 걷는 여정을 시작합니다.
우리 안에 좋은 일을 시작하시고 성령을 보내주시어 격려하는 주님의 말씀이 귀 기울입니다. “보호자, 곧 내 아버지께서 내 이름으로 보내실 성령께서 너희에게 모든 것을 가르치시고 내가 너희에게 말한 모든 것을 기억하게 해 주실 것이다.” 아멘.

[Homily by the diocesan bishop of the Archdiocese of Seoul
during the opening Mass of the Diocesan Synodal Process]

I send my warm greetings of gratitude to everyone who participate in this Mass in person and also join us through CPBC and other mass media.

Pope Francis has been calling the entire people of God to the 16th ordinary general assembly of the synod of bishops. The agenda of this assembly is “For a Synodal Church: Communion, Participation and Mission.”
Pope Francis celebrated the opening Mass of the synod of bishops in Rome last week (on Oct. 10, 2021) and today, in each and every diocese of the world, the opening Mass on a diocesan level is being celebrated. Accordingly, our diocese communityalsoprayforseekinghelp and guidance by the Holy Spirit for this synod during this Mass.

I greatly appreciate all your participation in spiritual preparation for the synod, and give thanks to the parish communities,
apostolic associates and religious orders. Moreover, not only the Catholics but also all our neighbors are welcome to the synod, as Pope Francis invited everyone within the Church and beyond it to the process of the synod.

Our Catholic Church has several ways to discuss serious issues. An ecumenical council is one of them. It is a meeting that the Roman Pontiff convokes and the college of bishops should take part in, according to the needs of the Church, so as to dealwithpresentissuesrelatedto the world and the Church and to determine their resolutions. The latest ecumenical council is the Second Vatican Council. (Oct. 11, 1962- Dec. 8, 1965)
During the Second Vatican Council (below this, V.C II), an observation about the difficulty of holding an ecumenical council was raised. V.C II had a discussion about necessity of a new type of a council which would be more simplified and efficient,however,stillpreservingparticipationof bishops. As a result, ‘the synod of bishop’ was devised, which is a meeting of bishops chosen from different regions of the world and gathered at fixed times in order to deal with present issues relatedto the Church.

‘Synod’ literally means ‘a journey walking together’. According to the guidance of the Holy Spirit, the whole Church, that is, the people of God walks together with the Pope, bishops who succeed to the Apostles and all the peoples.
Since V.C II concluded in 1965, the five popes following have presided over the synod of bishops and made decisions, listening to voices of the Church, together. Such decisions are made based on the primacy of St. Peter, the rock of the Church,afterconsiderationofallthe counsel made by bishops. This shows that the pope does lead the Church not by himself but with the college of bishops through the journey walking together.
This vision is also fit to the appearance of the entire people of God walking towards the kingdom of God. Therefore, the Church should always listen to the word of God, pray, and have conversation with each other according to guidance by the HolySpirit.Soshouldbishops,priests, and the faithful.
V.C II established the synod of bishop to reveal synodality and to realize it throughout the Church so that she could proclaim the Gospel in the world as disciples following our Lord Jesus Christ, together with bishops, and together with the peopleofGod.

In the meantime, the synod of bishops has held fifteen ordinary general assemblies with agenda such as evangelization,
priesthood, catechism, laity, consecrated life, Eucharist, and so on, three extraordinary general assemblies and eleven special assemblies.
Initially, the synod of bishops was open to only bishops chosen from different areas, but there has been a special change during 14th ordinary general assembly; non-bishop members were also invited to the synod. Furthermore, during 15th ordinarygeneralassembly,forthesake of the agenda, some youths could join the synod.
For this synod 2023, Pope Francis called the entire people of God for participation in the synod of bishops because the synod will deal with issues related to synodality.

As Pope Francis defined the agenda of the synod, “For a Synodal Church: Communion, Participation and Mission”, the bishops’
conference of Korea also accepted it as the theme of the diocesan synodal process in the last week session of the conference.
In terms of a synodal church, Pope Francis emphasizes that it is ‘synodality’ that God wants for the Church facing the third millennium. ‘The Church walking together towards the Kingdom of God’ is significant.
Along with a principle that ‘when it is relevant to the whole people of God, everyone should be heard’, as ‘a synodal church’ in its own meaning is relevant to the whole people of God, everyone should be engaged in the synodal process. Thus, PopeFrancishopesthatthesynod will process in dialogue with the entire people of God including lay people, priests, religious, parish communities, diocesan organizations, apostolic associates and so on.

For this reason, this synod of bishops, unlike the previous synods, has a longtime period of preparatory phases which take place in diocesan and then continental level before we have the 16th ordinary general assembly in Rome in Oct. 2023. So, today,on17thofOct.2021, we celebrate the opening Mass of the diocesan synodal process. After listening to voices of every diocesan families, the diocesan assembly of the synod of bishops will be held in Mar. 2023.

Therefore, the most important task is to gather the synodal experiences of the Archdiocese of Seoul and to discern them. We should try to make the Archdiocese of Seoul a synodal church where all the lay people, priests and the religious as the peopleofGodtakeco-responsibilityand walk forward together. To collect the synodal experiences, for sure, certain procedure and process suitable for the task are needed.
To this end, considering difficulty caused by pandemic situation, the secretariat for the diocesan synod introduces every possible measure both online and offline so that as many people as possible can participate. We encourage you to pray for asynodalchurchthrougheachmeeting at a parish, an associate and a religious order, to find synodal experience, to discern. This is how we listen to voices of the people of God. These voices and findings will be collected and analyzed by the computationalsystemofourdiocese.
The diocesan assembly of the synod will be held based on these results. What is significant is not a session of the assembly but the whole process by which we deeply talk about ourselves, our difficulties, what joy is and what we hope for, and thenwediscernwhatGodwants from us and where God’s will head.

Opening the diocesan synodal process, we have hope and joy.
God promised to be with us.
As we already prayed during the period of spiritual preparation, for the Holy Spirit exercises within us, we also hope that we will find a synodal church being built in us. We know whatever his/her ecclesial activity is, people following the HolySpiritwilllive‘ajourney walking together’ in their lives, offices and apostolic activities.
On the other hand, we go through sorrow and pain. God is almighty and great, but we, human beings, are weak. Even though we are living in synodality as people of God, we will also find our faults and shortages. However, our humble admitting theseshortagesandseekinghelpfrom God would be the starting point to build a synodal church.
The Archdiocese of Seoul should be the strongest driving force for a synodal church. We should pray, find synodal experiences and move forward to a synodal church in discernment guided by the Holy Spirit. Also, we can do it.

A synodal church can be realized in every constructive dimension of the church, for example, from a particular church and a continental church to the universal church, likewise, from a parish through a district and area to a diocese, from a pastorandparishcounciltoa parish community.
All of you are the people of God who are invited to the synod of bishops by Pope Francis. Therefore, we are the very synodal church.

Today’s first reading says, “the word of God is something very near to you, already in your mouths and in your hearts; you have only to carry it out.” And then, the second reading says, “humbly regard others as more important than yourselves, eachlookingoutnotforhis own interests, but also everyone for those of others.”
Thus, may you, all the Christian faithful, either the lay, cleric, religious people, join this diocesan synodal process according to the guidance of the Holy Spirit with all your heart, with all your strength, and with all your soul.

Dearest lay brothers and sisters, you are the people of God in His Kingdom, who follow God’s will so that it be done. Therefore, please build a synodal church by participation in the synod with sense of co-responsibility. This synodal church willbeatruesignthat proclaims the Gospel of Christ in the world.
Reverend fathers, you are the one who take the office of a synodal church. This office of a synodal church entails not only teaching and governing, but also helping the Lord’s flock to move towards the will of the Holy Spirit by listening to them.Itishardtobe fruitful without efforts and cooperation of the priests for a synodal church. Please build a synodal church with faithfulness to God and the Church.
Dearest brothers and sisters in religious orders, your life dedicated to the evangelical counsels through particular religious is sign of charisma given to the Church by the Holy Spirit. Also, the consecrated life is a life example of a synodalchurchandasourcesanctifying a synodal church. Especially, please pray for our diocese to be a synodal church and show your life as an examplar of a synodal church.
Dearest brothers and sisters working through apostolic associates, your activity is also a sign of a synodal church. You serve the world and the Church where you live. This is a preach of the Gospel through the live testimony.

Now, opening the diocesan synodal process of the synod of bishops for a synodal church, the Archdiocese of Seoul begins our journey walking together listening to all the voices of people who are interested in this synod. Let’s listen to the wordofGodwhoalwaysbegins good work in us and encourages us through the Holy Spirit.
“The Advocate, the Holy Spirit that the Father will send you in my name, he will teach you everything and remind you of all that I told you.” (John 14, 26)
